There is already a bug for Wave Splitter where the catalyst triumph can show as completed in Collections/Patterns & Catalysts even though the catalyst was never actually acquired on the weapon. The tracked repro is basically the same as what you described: log in, see the catalyst marked complete, inspect Wave Splitter, and the catalyst socket is still empty. There is also a separate Wave Splitter catalyst state issue where the catalyst can unlock but still appear wrong in Collections, which suggests Wave Splitter specifically has had multiple catalyst-state bugs recently. If Collections says completed but the weapon itself does not have the catalyst, that is not expected behavior and matches an existing known issue.
