There has been at least one separate tiered-rewards issue where Warlock boots were the only armor piece behaving incorrectly while the other armor pieces looked normal. So if you are repeatedly getting Tier 5 drops but never seeing boots on Warlock, even after many runs and without focusing affecting the pool, that sounds worth investigating rather than just writing off as bad luck. If you can, please include the exact activity you are farming, whether you are seeing other Tier 5 armor slots drop normally, and whether this is happening only on Warlock. That would help narrow down whether this is a broader RNG concern or another boots-specific reward issue.
