Fireteam Power boost is not applying to some players.
Fireteam Power is intended to raise low-power fireteam members to 5 below the highest member's power. This is not functioning for some players. Anecdotally, I've only seen this happen with characters that skipped the New Light tutorial.
This does not appear to be an uncommon bug, as it has also been mentioned outside of Bungie's official help forum, such as in this Reddit post: https://www.reddit.com/r/DestinyTheGame/comments/1u66qzb/fireteam_power_is_broken/
The attached video shows this bug occurring, with the text stating that my Power will be boosted, and the evidence that this is not functioning.
