As of the Monument of Triumph update, the bonus effects of anti-Barrier (allows bullets to pierce, increases generic shield damage), anti-Overload (Applies the exhaust effect, slows ability regeneration), and anti-Unstoppable (causes enemies to stagger briefly) do not function.
These effects still exist through other means within the game - as shown in the attached video with Psychohack applying exhaust - however, they are no longer part of anti-champion gear or abilities. Multiple places in the game still reference these bonus effects, like with artifact perks.
This greatly decreases the player's ability to apply exhaust in particular, and will confuse many users who are trying to use the artifact perks to capitalise on exhaust-related perks.
This also harms many weapons that made great use of these bonus effects, such as Revision Zero, which greatly appreciated the ability to pierce and hit multiple enemies at once, Divinity, which now has worse support capability as it no longer decreases incoming damage, and Leviathan's Breath, which could reliably chain staggers beforehand.
