Steam/Xbox memberships are platform-specific, and Cross Save works by linking those identities and using one platform’s Destiny data as the override across the others. Also, changing your Steam profile/display name should not create a new Destiny account by itself. Steam display names are editable profile text, not the underlying credential/identity. If Cross Save is set up normally, adding a new Steam identity to the same Bungie.net profile should automatically add that Steam account into the Cross Save relationship so you can use your Xbox characters on PC. So if launching on Steam is giving you brand-new characters, the most likely explanation is one of these: you are signed into a different Steam account/credential than the one tied to your original Bungie.net setup, or that Steam account is linked to a separate Bungie.net profile that does not have your Xbox Cross Save setup on it.
