Swapping my legendary special weapon for another because I realize it doesn't work out in PvP shouldn't punish me as a player by draining all ability energy. It makes sense for exotics. But not for legendary gear. I have no idea why this rule was expanded upon when it was primarily there from the beginning to avoid Exotic-Swapping from Min/Maxers in PvP.
