Are Dungeon Keys now free or not?

There is something currently confusing about the Destiny 2: The Collection Bundle, as well as the 'available DLC content' that can be purchased on Steam. I would understand if the Dungeon Keys can now only be bought either directly in-game individually or through the bundle, however, said bundle states that the Dungeon Key Pack is free. Opening that specific DLC on Steam shows that it can't be added or even bought for separately, like all other packs. It becomes even more confusing when the comments on the Steam page have people mentioning that they were able to redeem the keys for free. My question(s) is simple, are the keys free or are they tied solely to the bundle or having all previous expansions already? If they are free, is it a current bug with Steam page or is there some other underlying issue with the content pack? I'd like some official clarification if possible, thanks and sorry for the hassle (I've added an imgur link of what I can see on the Steam page)

 • Hi, thanks for the post. The Dungeon Keys are not broadly free for everyone. The normal setup is still that they are sold either as individual in-game dungeon key entitlements or through the Light & Dark Saga Dungeon Key Pack, which includes the Witch Queen, Lightfall, and The Final Shape dungeon keys. What seems to be causing the confusion is the current Steam bundle behavior. Steam players who already own all of the other content in Destiny 2: The Collection are expected to be able to claim the missing Dungeon Keys through the complete-the-set bundle flow, and that this does not require them to already own those keys. So the short answer is: No, Dungeon Keys are not universally free. Yes, some Steam players may see them as free through The Collection bundle if they already own the rest of that bundle’s content. If that $0 claim path is not appearing correctly, that looks more like a Steam/storefront or bundle-entitlement issue than the keys having been made permanently free for everyone. We are aware Steam players being unable to claim the keys correctly through that bundle flow and are currently looking into it.
