Exotic armor does not have 11 energy until it's been masterworked at least once after the update, however, if armor is fully masterworked already, this is impossible.
I have multiple fully masterworked pieces of Armor 3.0 exotic armor that are stuck at 10 energy. This appears to be unintended behavior.
