I was working on some old triumphs to get some seals I dont have and noticed that some of them, such as the ones that require you to do stuff in empire hunts dont progress in the portal ops. So far these are the only ones I've noticed dont progress but it still sucks as you're basically softlocked from completing these triumphs right now. I really hope bungie patches or changes the way they work before the last update as it'd suck to not be able to complete older content. I know that bungie has a history of neglecting old content but it'd still be nice if they at least made the stuff thats in the game work as intended before they ditch it.
