Renegade missing ghost glitch?
I've been missing one Ghost from the Renegades Expansion for ages; to the point where I pulled up walkthroughs and went back to all 18 ghost locations with the right factions set. No ghosts to be found. According to a reference diagram online, the ghost I'm missing is the Piker Gang (Fallen) ghost on Adamant, Europa. (This is one of the ghosts sitting on the cushions in front of the theatre, the only one missing in my collection.)
I distinctly remember finding this ghost very early in the season, and I went back to the location multiple times to see if it would reappear, but no luck. I've attached a screenshot to show the ghost isn't where it should spawn.
