Translation Theory.
It would be awesome if this Side arm were added to either the Shattered throne dungeon or Dreaming city. It would give the Dungeon a specific drop. Similar to Pit of heresy.
It was a very strange choice to not make this weapon, part of the Dreaming city weapons.
It shares the same design and theme and it only dropped in Dreaming city.
