Legacy Nightfalls always drop cruel mercy. Also the loot pool only has six weapons once you have them all.
Legacy Nightfalls only drop Cruel Mercy and one of the following: The Slammer, Warden's Law, Undercurrent, Uzume RR4, THE SWARM, and Pre Astanax IV.

BNGHelp will want clips showing multiple clears only dropping the specific items.
