Collective Obligation applying "Weaken" inconsistently
This issue is new, definitely.
Collective is usually hecka snappy. Debuffs are consistently applied on the very first shot of a burst when leech is active with no deviation other than in some extreme processing-overload scenarios. This is weird though, I was taking my Obligation through a solo GM alert Birthplace of The Vile, and the sudden inconsistency was really hitting me hard. Shame to see one of my favorite exotics catch a random bug, hope it gets fixed.
