Beaver error - tower inaccesible

I am posting this as a new thread as all further attempts I have made have not solved the issue I am having with the beaver errors. The issue is that I get beaver error coded when trying to load into the tower. I can get in when it is either a personal instance (me only) or when only a handful of users are there (3-4). Sometimes I will get into an occupied instance in the tower but none of the NPCs have loaded in and then after a short time the error ribbon at the bottom appears stating I have network issues and attempts to ‘re-connect’ me. This always fails however and I get booted back to orbit with beaver code. I also sometimes see this in patrol spaces albeit rarely. Typically when transitioning across zones. I may see a public event only to get a black screen then spawn as a death orb in a new instance with different conditions. I have spent hours adjusting my local network settings and re-configuring the router. All suggested ports are open, (including those listed on playstation support pages), Upnp is on by default, I have tried DMZ for the PS4 does not work, google DNS, fixed IP addresses etc etc. This is all, of course, through an ethernet cable. Step by step going through every suggested piece of advice not only from this forum and your help articles but reddit, and various forums. Anything I could find. I also re-arranged my network so the PS4 would bypass everything and go straight into the router to ‘mainline’ the internet connection but still nothing. The game is effectively unplayable without being able to access the tower. I need to get this resolved somehow but don’t know what more I can do? Nothing has changed my end since I played the game this time last year in terms of any of my network hardware or ISP. I was also NAT 3 back then but never had anything like this kind of blockage. And if this requires me to contact my ISP, what exactly am I asking for? The broad IT support they will offer won't have any clue about Tiger engine netcode... Is there something specific I am checking on?
