They are supposed to be dramatic climaxes to a storyline. Serious question: Do you know of a single out of bounds area in the EDZ? If not then your interest in exploring likely isn't as strong as you think it is. Most of these raids have pretty easy means of exploring them out of bounds. I can show you how to look around some of them easily tomorrow if you want.
