Hello Mr. Cat, We're unable to provide detailed steps for how to complete missions and quests, and therefore recommend consulting a guide of your choice to determine how to progress this one. That said, if you believe you're experiencing a bug, please capture a video that shows you checking all possible Ghost locations, only for the last Ghost to not appear. Please also include footage that displays you being unable to place the Ghost at the Outpost. You can upload the footage to a public video hosting site, like YouTube, and we’ll be glad to take a look. Regards
