Create a darkened underlay underneath the radar. Make the radius of this underlay slighlty bigger as well. There is an option that makes it slightly better but it doesnt really help with this issue because the outer ring doesnt get affected by this option. Making it easier to spot enemies on the radar whilst in very bright areas. I sometimes feel old when i cant see it properly...
