The whole thing is broken. No ballance to weapon damage. Invest in weapon stat, NO, you need to invest in other stats before that. Armor as predicted has no more/better stat distribution than it did pre EOF. Yes I can get one stat higher, but I need that one stats higher just to make PVE playable. If I short that stat, and invest in wepaon, I still do crap damage AND can't use abilities. White ammo weapons across the board need a large buff to be viable in anything past the campaign.
