If the game continues to fail to recognize you have the ghost in question, then please consider using your platform's share feature to capture a videoclip demonstrating the issue. Please ensure the clip demonstrates you visiting the location of each ghost, showing it's no longer there, and that despite this, you can't place the last ghost.
