18 ghosts
It’s not letting me place my freehold fallen ghost at the table on the balcony there is. Yes I have it checked several times it’s not telling me anything even goes there but it does . I even reinstalled destiny and still won’t let me

So turns out that the map of the ghost placements I had been using to see what ghost were missing had the 2 diners on balcony backwards so it was a totally different ghost i was missing, so went and collected it and was finally able to place it. Thanks for all the help
