It still counts towards total titles earned, however.

Hi there, Thank you for the report. We're seeing a rise in reports about this occurring and are currently investigating.

Its an older bug that happens with some event seals - it's happened in the past with Ghost Writer and Flamekeeper. There's no ETA on Bungie fixing it, but the seals have always returned when the events they're tied to begins.

A clanmate of mine just discovered this, too. He wasn't happy.
