There is an ongoing bug where Armament Protocol and Iron Banner event quests are appearing as featured quests while [u]any[/u] event is active, not just their own. So right now it may be showing because The Dawning event is still active; here and now, Armament Protocol cannot be progressed. Are you saying also, that Devrim is at the Tower right now? Or do you just mean his usual spot at the EDZ?
