The Dawning Armament Protocol
The Dawning Armament Protocol is bugged for me and maybe even others. Quest says to speak with Devrim Kay in the Tower. He is not there. I’ve tried different characters, signing in and out… to get the quest to progress. I am stuck with the quest and there’s no progression. I have also completed 7 of the 8 “Star Baker” Triumphs as well.

It's a bug on their known issues. Previous unfinished event quests override the current one.
