Heliostat Panel not Appearing in my Call to Arms Selection?

Greetings, this the second post asking this question; the first one was an added post in an existing thread 'Heliostat'... FYI: In the CtA Event Panel, all other 5x panels are present, the sixth space is blank? Please advise. TYVM Cheers!
