Absolutely. It was a key part to the game play style and needs to come back. Either that or it needs to be activated on rift cast. (Just like void titans get to activate over shields with their class ability and hunters activating invis on dodge) (For anyone about to mention secant filaments don't bother, they are a wasted exotic slot and forced usage of a weaker rift just to be able to do what the other void classes can in activating their subclass verb perks on class ability activation) Also no devour isn't too powerful to be able to be activated at will because there's so many one shots in the game and fast ttks it's not oppressive at all. Also devour doesn't give you the edge at the start of an engagement like over shields or invis does. It only helps you after the engagement if you win. (Sorry, just being pre-emptive for all the dumb "counter" arguments that usually come to a smart request like this)
