Do you need to grab all 30 siva clusters before getting the pulse rifle?

Get 50 pulse rifle kills, 3 public events, nightfall, matches of heroic strikes or crucible. Attune the item with your fireteam Collect SIVA samples from splicers in plague lands, complete 3 matches of archons forge, kill sepiks perfected. Attune the item with fireteam Complete the raid. (This is how far I am, I know afterwards you have to attune the item again, but not what comes after) -
how do you attune it?

The item itself can be inspected, you will see various slots that require some math to work out and match between the fireteam. -
So is it like the Sleeper where you have to insert a pattern to unlock the next step?
