Is this why I can't seem to get the Twilight Garrison? It doesn't want to drop for me, whatever number of chest engrams I bring to the cryptarch. It gives me warlock and hunter chest pieces, but that twilight garrison still doesn't drop. I'd really like to know how to get this thing, because it's really frustrating.
