I have a feeling that in a last ditch effort to keep people interested in the Taken King after the next Triple-A titles come out (Black ops 3, Fallout 4, Star Wars Battlefront, etc) Bungie will break the Time-lock for the other 9 Exotic Armor pieces that are missing/Timegated to promote players to start the grind again.
