Call to Arms Quest
picked up the quest, proceeded to talk to Devrim to attune a weapon and then completed the singleplayer activity.
the quest step hasn't and will not proceed to the next one, and is locked to the very first step.

Same problem - if you pick up emblem before getting to Step 2 of the quest, you cannot progress. Guess I’m done with this game after years playing.
