I recently moved from console to PC to play Destiny 2 the witch queen and my Witch Queen DLC did not transfer. It says I do not have the Witch Queen even though I enabled cross platform.

Greetings! Expansions are platform-based; they do not transfer from other platforms, even with Cross Save enabled. You will have to purchase those expansions again if you wish to play them on a different platform. DLC are platform specific, if you buy WQ on Xbox you cant play that content when logged into steam as its a different platform, same with ps. Season passes are transferable between platforms.

As Oats said but here's the slightly more in depth reason. Companies such as Google, Valve, Microsoft, and Sony control the licenses and when you buy it they get a cut however the other companies don't and they each want their money so they don't allow license transfers.
