Didn’t Bungie admit that they originally went for Enceladus but last minute it got swapped to Europa because they wanted Stasis in the game and for the icy structures to have a better explanation?

I mean we know they changed it relatively last minute because of concept art. Not sure why they actually changed it though. They're both ice worlds.
