I thought it used to be you shoot it and then its disable for a short time, now I shoot it and they just put it back up instantly.

Depends. Shoot the shield in the middle = 2 second stun. Shoot it anywhere else = half a second.

But the same as stunning a overload captain then having him batch slap my -blam!- across the room not a second later.

It's random unless it's specifically the "No stagger" modifier because they have no downtime between it going down and coming back up. Otherwise, is the same general bug as the champions not being stunned when they should have been.

It was a minor annoyance for sure lol.
