Someone made a post last night on how to fix this since kids like you have made posts like this EVERY dlc drop.
I don’t get why you always default to “bUnGie eViL!!!” instead of doing the fix that you seem to go through every single year.

Why does every single thing has to be "fixed" in a live service game like this? Why can't they just release it properly?

This has nothing to do with how Bungie delivers it though, it’s all on Microsoft side. OP bought the dlc but they never installed it on their Xbox. Bungie can’t do anything about that.

But doesn't the game check for updates when going live and signing in?

For updates, yes and it will say you can’t play without them. For new dlc, it does not and you have to check the “ready to install” section to manually download it. If you buy it after it releases though, it will download right away. This issue just happens when you preorder something.
