Kind of fixed? This happened to a friend and for a few weeks it seemed as though he would not ever be able to reacquire another cypher quest (which sucked because he was a noob and it was a horrible first experience with the game). One of my clan mates told me that the option to have it again would come back in six weeks. In about that amount of time my new light friend was able to pick up his quest again. No idea how or why this worked, it just kind of did. I’ve heard tons of horror stories about that weirdly designed quest. Best of luck resolving the issue!
