I decided to see just how high I could get my mobility stat on just one piece of armor.
I took a helmet that has a base mobility stat of 27. Which was the highest I had out of all my armor.
I then applied the +10 mobility mod to bring it up to 37.
Then I equipped Powerful Friends which brings it up another 20 if one arc mod is socketed into the same armor or if one arc charged with light mod is socketed into another equipped armor. In this case I equipped a cloak and socketed an arc charged with light mod.
The total mobility stat of the helmet when equipped should look like this.
Base:27
Mobility Mod: 10
Powerful Friends: 20
Total: 57
Here are my findings.
The stat will only read up to 42 on your equipped armor despite the actual stat being higher.
First I equipped every armor that has a mobility stat of 2 to bring my total down to the lowest possible which is 8.
I then equipped my helmet which says it has a mobility of 42.
8+42=50.
However when I equip it my mobility stat then goes up to 63 instead of 50. Which is 13 higher than what it shows on the helmet.
63-42=21.
21-8=13.
My new stat of 63 minus my original stat of 8 equals 55. So my mobility stat actually increased by 55 instead of 42.
Which is 2 lower than what it should be based on 27+10+20=57.
57-55=2.
So there you have it. The highest any stat will read up to on a single piece of armor is 42. However the maximum stat increase you actually receive is 55.

You can get 42 base recovery on blue hunter gauntlets. Called War mantis. You can add a mod for 52. Forget if its 42 after masterwork or before
