If you already have a cipher, then you can’t turn in the quest. You need to use the existing cipher (either to buy a 2nd engram at Xur, or gun from kiosk) before you can complete the quest.

I’m aware of that, but I can’t use or redeem my current Exotic Cipher... 1st issue, nothing will recognize or let me redeem my current Exotic Cipher. 2nd issue, I can’t complete my Quest for Xur. I bought a gun & armor from Xur, and I tried re-starting the PS4, he will only accept Legendary Shards...

That’s correct. You must first buy his exotic engram with shards before he gives the option to buy a second engram with your cipher.

Ok noted, thanks a heap! I don’t recall having to do that in the past? Is this a new requirement? Also, do you require legendary shards to redeem the Exotic Cipher as well? Thanks for the help and advice!

YW. The cipher has always been advertised as being used for buying an extra engram at Xur. The only time shards are needed for buying from Xur is for the first engram purchase or making the direct purchase of the gun or 3 armor pieces.
