On my second character I am unable to start the forsaken campaign. It says that I don't have enough room for the quest (quest inventory full, and blocks the launch option), which I only have a few quests in my inventory so that shouldn't be an issue. So since I can't do that mission I also can't go to the tangled shore on my second character.
