New Exotic Weapon Idea (undecided name and weapon type)

Basically when you land a shot on an enemy, it marks them for about 5 seconds with a debuff that doesn't really do anything by itself. But then if you land a shot on an enemy that's already marked, the target emits a pulse that pulls other enemies nearby that are also marked toward the target and everyone affected loses their mark along with the target (the pull is kind of similar to a Duskfield Grenade's pull, but maybe a little bit more toned down). And then precision kills with the weapon causes all enemies that are really close to the target to be slowed down for about 1 or 2 seconds.
And I know I'll likely see a comment about PvP concerns. When I think about this weapon with teamshooting, I do wonder just how crazy that might look. It might be better if Guardians are much less affected by the pull than PvE enemies unless the force of the pull can be tuned just right. Maybe the pull could just be a little burst of momentum rather than an active force pulling enemies together. I'm open to suggestions on how to improve the idea.
