There seem to be consistent occurrences of bosses taking significantly longer than usual to transition from one phase to another or not transitioning at all. This seems to specifically occur when the boss is invulnerable and either about to spawn adds or is waiting for all adds to be killed to be vulnerable again. I have seen this most consistently on Phylaks during her Empire Hunt, taking between 10s-1min to summon adds when she moves to the final platform. But just now I also had it occur with one of The Fanatic's final invulnerability phases where you have to kill all adds while he still is attacking, locking him into that state even with all adds dead. Only team-wiping and restarting the boss fixed this. Has anyone else been seeing this bug on other bosses?
