There is no option to not complete quest, cypher does not go to mailbox, you do not get 2 cyphers.
In other areas of the game, you either get it sent to your postmaster, or the quest does not complete, or you can stack items.
A good fix would be to restore exotic cyphers on people, such as myself, who have lost it due to this bug.

I spent a week with my limited time and ran 21 strikes, I had zero cyphers in my inventory, went to xur and..... Nothing.... No cypher, no quest, nothing, I feel quite -blam!- and am hesitant to run this again untill I hear of a solution....

The bug still here! I visit Xur to handle him back the xenology but I didn't receive the cipher and I had 0 in my inventory.

Edited by AlbatorInCosmos: 11/29/2020 6:46:00 PMSame here. 21 strikes to get the exotic cypher (I was also already holding 1 like you) and got the step of the quest telling me to visit Xur (so clearly Destiny had identified at that point the quest as 'completed'). Yet I got nothing from Xur and the quest is gone from my list of quests (and not at the Quests Archive kiosk either). Even worst, I can't even buy the quest again from Xur, it's not there even though you should be able to buy one a week. Which makes me wonder if we are now locked into a state where the previous quest is lost in limbo and actually considered incomplete, which would explain why it is not available to purchase from Xur (I don't see what else can explain this). I am fuming and Bungie better do something about this (i.e. fix it and return the rightfully earned cypher to the Postmaster)! Note: looks like a general bug as I play on PS4 and you apparently play on PC...
