The NNTE is only included with the noted bundles. Buy pass and expansion separately will not award it.
You would have to contact Steam Support to see what options they can offer for upgrading to at least the expansion+ Season bundle

Steam is unable to help because Bungie has not configured their bundles on Steam in a way that allows upgrading. This needs to be addressed by Bungie, I am certain it affects a large number of players.
