Wellspring doesn't seem to work if you have three out of your four abilities charged. This is true for grenade, melee, and class ability energy. First section of the video is the perk working as intended. Second, both melee charges and rift energy are full, but grenade will not charge via Wellspring. Third, Wellspring charges first melee but will not charge the second melee (three charged abilities out of four).
