This is a bug which is hard to notice unless you know what you are looking for. I don't know how widespread (meaning which items are affected) the problem is but in my case the Precision Charged Mod, is not show in up in collections, can't be equipped in any season of dawn armour and disappears when bought. https://www.bungie.net/en/Forums/Post/256663348.
