There is a serious issue with my account not being credited with the Silver I'm purchasing. Who can I talk to?

I've been dealing with an issue with my account not being given Silver I purchase on Xbox for months. Every time I try to purchase Silver, everything completes properly and I get no issues with them taking my money, but I'm never given the Silver I buy. I've spoken with Xbox and Microsoft support so many times that I've honestly lost count and every time, they give me the same answer that there is nothing wrong with my account and there should be no reason why I was not given my Silver. I've also already filled out numerous Missing Silver reports, but they've proven to be no help. Is there anybody, anywhere that I can speak to that actually would care enough to look into my issue and help me get what I purchased?
