Enemy design is Destiny is secretly one of the best elements of the game. But some could be better! Here are a few ideas:
Cabal
Cabal don't have the same level of sniping units that other races have, which makes their encounters feel samey. New unit: Pison Trapper. These Pison look a lot like regular Pisons, but their trampoline attack is replaced with a trap, that prevents guardian movement for a few seconds, leaving them vulnerable to melee.
Vex
Vex are perfect. I'd put explosive Harpies in more levels though.
Scorn
The Captain buff things have too much health, especially the Arc one. Also, more levels with Scorn please!
Fallen
Servators are hard to kill, which makes their invulnerability annoying. I'd replace this ability with a damage buff to nearby Fallen, or maybe a way to grant group invisibility. Think Protoss Arbiter/Mothership.
Taken
Taken have a lot of cool stuff going on, but there isn't enough counterplay. Remove teleporting from Captains. This is so frustrating on an enemy with strong debuffs. Also, add a crit spot the the Centurion foot, or let me pierce the shield with anti-barrier rounds.
Hive
It's too easy to sit in cover. I'd reduce the tracking on Shriekers and Wizards, and increase the rate of fire, so fighting them has a "bullethell" feel. Also, I'd make non-boss Ogres slowly regenerate health and act more aggressively, to force guardians to engage more with the bullethell from the other enemy types.
