Read what you just pasted. They said they're seeing elevated disconnects from the Tower on all platforms (Newt and Watercress aren't happening at the Tower) and everything else is on PC. Those of us with Newt and Watercress seem to all be on Xbox. Meaning they did not acknowledge this as an issue in the TWAB.

Chalk me up as well. 1/5 tries I can log in past the character screen. Can maybe complete one activity before I get stuck in a black screen. Wife has an account on my Xbox and has ZERO issues. It's definitely account related.
