Seeing the same thing for all the IB bounties and the quest...retroactive completion or should i just stop playing IB until we hear back?

No it's not counting retroactively for the iron banner bounties or quest steps, but the valor points and regular crucible bounties do. Took me about 3 matches to gain any progress though.
