Im posting this on behalf our clan mate that has the issue that he cannot create an bungie.net account. When trying to create an account using either steam or battlenet and accepting the privacy statement nothing happens, it only closes the privacy statement and returns to the screen where he has to input the email address. He had an Live.com email, but he has also tried to use his gmail account for this. This is extremely frustrating since he cannot do the steamlinking to keep his licenses when shadowkeep launches. If anyone of the support team could help him that would be great. He would have posted this him self, but well the support forum needs an bungie.net account...
