If I were to describe it accurately, from my experience, it's like the new Tower load time issue except now it also happens when you leave the activity. But just that activity. It might have something to do with the EDZ Seraph Bunker area. I tend to float or hold up for a moment when I try to pass through the load zone to enter it. Not sure though.
