Before you go "of course", hear me out.
AFKers and cheaters already don't really get punished. Blizzard and Battlenet do a fair job of keeping hackers away though despite this with their anti-cheat and hardware ID banning, as does the current price tag of the game.
With Destiny moving to steam and with it going to F2P, hackers are inbound. VAC is an absolute joke of an anti-cheat system and is not going to be enough to stop aimbotting and such in the crucible. With the amount of client-side logic too, it seems that the game is very vulnerable to throw away accounts and hackers when it's released.
So my question is, are Bungie implementing another 3rd party anti-cheat? I think I'll stay out of crucible for a while if not.
